Homebuyer public records are still a local maze

We reviewed one first-hop public-records directory route for every US state and the District of Columbia. Thirty-two routes were state-government directories, nineteen were USA.gov-curated, and every route still required local-office follow-up.

Key findings

A directory routes the question. It does not answer it.

The study describes the ownership and provenance of one reviewed starting route per jurisdiction. It does not score access, government performance, record quality, or consumer outcomes.

These are state-owned starting pages. They still route buyers to the county, city, assessor, recorder, permit office, or other custodian responsible for the actual record.

Two paths become conditional based on property features. The complete plan stays visible rather than hiding edge cases.

We found 32 state-government routes (62.7%) and 19 USA.gov-curated routes (37.3%). Seven jurisdictions—Colorado, the District of Columbia, Maryland, New Jersey, Ohio, West Virginia, and Wyoming—shared the same generic USA.gov Local Governments page.

Important: this does not mean the nineteen jurisdictions lack other state resources. It describes the single first-hop route selected under Twellie's published methodology.

Three starting patterns across 51 jurisdictions

Bar length shows share of the reviewed jurisdiction set. Route type is a provenance classification—not a quality, trust, convenience, or risk score.

Exact URL strings produce 45 distinct starting URLs. The count does not normalize redirects or imply that a shared route is inferior.

What we counted—and what we deliberately did not

This is a descriptive snapshot reviewed July 10, 2026. Routes change, so the downloadable rows retain their review date and correction path.

Method

  1. Defined the population as the 50 US states plus the District of Columbia; territories are outside this release.
  2. Reviewed each public starting route used by the Pathfinder and classified it as state-government owned or USA.gov curated.
  3. Separated a directory route from the responsible local custodian; every row remains marked local-office-required.
  4. Recorded the live destination, route label, classification basis, and substantive review date in the downloadable table.
  5. Replaced confirmed broken destinations during review, retained honest federal-directory fallbacks, and published limitations.

Limitations

  • This is a route-access audit, not a ranking of states or agencies.
  • It does not measure whether a property record is digitized, free, complete, current, legally controlling, or easy to obtain.
  • A state-government label describes the reviewed starting page's ownership, not every downstream office or linked system.
  • A USA.gov-curated label may lead to a public-sector association, institutional directory, or USA.gov itself; it is not a claim that the destination holds the underlying record.
  • Routes and government sites change. Use the row-level review date and report corrections rather than treating this as permanent.
