Describe what is visible before asking what it means
Foundation concerns attract confident rules of thumb: horizontal is bad, hairline is fine, old houses always crack. Those shortcuts can conceal important context. A buyer can build useful evidence without diagnosing the building. Record the date, exact location, foundation or wall material, approximate visible length, orientation, surface condition, nearby moisture or repair signs, and whether access was limited. Use a scale in a dated photograph without claiming precision beyond the method.

1. Ask for the complete prior-event file
Request seller disclosures and documents concerning settlement, movement, water entry, drainage, underpinning, wall reinforcement, slab work, additions, excavation, retaining walls, insurance claims, or monitoring. Ask for the original report, drawings or design, proposal, contract, invoice, payment record, permit, inspection status, warranty, and later evaluation. A warranty brochure without the executed property record or transfer status is not enough to establish coverage.
Preserve each author's role. A contractor's repair proposal, engineer's report, permit review, seller statement, and inspector observation have different scopes. An invoice can show paid work but not the original cause, complete installation, or present performance.
2. Search permits and site records
Use the public-records Pathfinder to find building, grading, stormwater, and planning sources. Search by address, parcel, and known permit number. Capture the work description, plans when public, inspection entries, and final status. Some repairs may not require permits, older records may not be online, and an issued permit may never have been completed.
Review the survey, visible grading, downspout discharge, drainage features, retaining structures, and nearby slopes as separate evidence. A buyer observation that water flows toward a wall is not a drainage design conclusion. Flood maps, soil maps, or aerial images are screening sources and do not replace a site-specific investigation.
3. Scope independent professional review
Begin with a general home inspection, but tell the inspector about every location and prior document. If the findings, repair history, buyer's intended work, lender, insurer, or local conditions warrant more analysis, ask an appropriately licensed structural engineer, geotechnical professional, or other qualified local specialist to define a scope. Confirm credentials with the state licensing authority where applicable.
Ask the report to identify documents reviewed, areas accessed, observations, measurements, limitations, and recommended further work. If movement monitoring is proposed, ask what instrument, baseline, duration, environmental context, and decision threshold the professional specifies. A short transaction window may not permit a meaningful trend; record that limitation rather than declaring the crack dormant.
4. Compare repair evidence with current observations
Map every current observation to the old repair area. Ask whether the documented work was designed for the reported condition and whether the report verifies installation or only describes a proposal. Look for later inspections, transferable warranties, maintenance requirements, drainage dependencies, and exclusions. Avoid translating a professional's conditional language into certainty. “No significant movement observed during this inspection” is not “the foundation will never move.” Keep recommendations, assumptions, inaccessible areas, and future monitoring in the record.

Questions for a repair or monitoring proposal
Ask the professional to connect each recommended action to a documented observation and to distinguish immediate safety work, investigation, water management, structural repair, cosmetic repair, and optional improvement. Request drawings or specifications when the scope needs them, responsible design and installation parties, permit assumptions, inspection milestones, access and restoration, monitoring, warranty terms, and conditions that could change the price. Ask whether adjacent framing, utilities, drainage, finishes, or occupied areas are excluded. When comparing proposals, do not treat similarly named systems as equivalent; compare design basis, locations, quantities, verification, and post-work documentation. Keep the dated report, drawings, photographs, permit status, and final verification together so a later reviewer can distinguish proposed work from completed work.
